About the Author

Russell L. Kaiser worked for the Army Corps of Engineers before joining the Environmental Protection Agency Office of Wetlands, Oceans and Watersheds, Wetlands Division in July 2012, serving as chief of the Wetlands and Aquatic Resources Branch. In 2016, he took a temporary assignment as associate director for the Oceans and Coastal Protection Division. He’s chief of the Freshwater & Marine Regulatory Branch.
